Missing Keywords in Google SERP

We just got this attached image from one of our partners - has anyone seen Google putting 'missing' keywords in SERPs like this before? They said that it was not a plugin or anything and this is a screenshot of their organic search results.

Yep - Google does that all the time when you have very specific long tail keywords where they don't seem to find (enough) relevant results. So they will show you results for the next best thing (which they still deem relevant for your query) and indicate which keyword isn't included for these results. Most cases I have seen this is when a query contains a specific location - like the example you give.
It isn't new - don't know when it has started but I've seen page like this for quite some time now.

Just to add to what Dirk said, this is often an example of a fantastic opportunity. The keyword is so non-competitive that few authoritative sites are even using the complete phrase on their site! Time to write some great content and dominate!
