My opinion on this one:
I just believe your not ranking well on the more competitive keywords for a few reasons:

Your domain trust is very low because you only have 1 or 2 root domains linking to your website. That's not enough to start ranking well on more competitive keywords. Make sure to work on a strong link profile with more qualitative links (from different sources and root domains). This might be an interesting article to read.

This remark relates to the previous one but make sure to provide quality content. Content where other websites can link to. You website looks more like a landing page at the moment.
As far as I'm concerned your certainly not penalized by Google.

No you have not been penalized. Sander is correct you simply need to work on your SEO & branding. Effectively all you have done is a couple of backlinks and a link to yourself http://esta-compare.org/
There is so much out there to do - to get some domain authority. There are also many articles and links to same. I suggest you start with:-

Many different between MOZ and AHREFS about crawl backlinks. which one is true? which one is more believable?

Don't discount either. Both will use a different dataset.
When looking at backlink profiles, I use Ahrefs, Majestic and OSE. I use a combination of all 3 to show me what I need to know about what is going on.
A lot of the time, it will take a site time to start ranking - how old is the site?
You have a decent looking site, it looks as though it is following many best practices (at a glance), such as good use of HREFLANG, so it might be a waiting / trust related issue.
Lilnk building is hard work at the best of times. More often than not, you need to think outside the box, find what on your site is link-worthy, and start some outreach. If you have nothing that would be considered link-worth, start thinking about how you can achieve this.

As you are having low domain authority i.e. Domain trust
Focus on Content and convert it into keyword rich (Note: Maintain Keyword Constancy and Don’t Stuff Keywords).
As you are having low domain authority i.e. Domain trust check for any errors or broken links in your Webmaster crawl errors database.
Focus on Social Share and Building links with high page authority.

And use MOZ Open Site Explore and try to disavow spam backlinks.
Check for website Speed and other small issues using free tools available online
