I am trying to increase the position of one of my deeper links (my site.com/targetpage) trying to use twitter to up this page as a new strategy. I have 18 on OSE for my twitter metrics but none on the deeper link (i havent tried yet for this). How do i actually get the a twitter metric score for this deeper link? Does the tweet have to be the actual target page URL? Or is it a twitter share button on the page? Confused how it works.

Those metrics show you in fact the times that the URL was twitted. If you publish a tweet with yoursite.com/targetpage then that tweet will count towards that page but not towards yoursite.com
In any case, no one knows the extend of social signals on ranking algorithms... I don't think you are going to get a higher position because you have more tweets... (all those links are nofollow anyway)
FYI: If you put a tweet button on a page, you can "tell" the button which URL you want to tweet or it will use the page where it is placed (same applied for the count that it shows).

Federico is right - there is no good evidence that a large number of tweets directly influences the rankings of a page... it is a good signal, but it is not nearly as directly correlated to rankings as links are.
Definitely not saying that Twitter campaigns are useless: I assume with some confidence that Google analyses content's popularity and spread on Twitter and will have a good grasp on what constitutes real Twitter popularity and what is manipulated or done entirely by spam accounts. This could be used as a signal to indicate a page's current popularity, and on-going success would indicate a good resource. This isn't well studied or proven yet though, so keep that in mind when looking at social metrics from an SEO point of view.
