Where Google+ Local Gets Listings?

I've seen a lot of business owners mention that their website is on Google+ Local but they say they never added it.
Does anyone know which companies Google buys databases from and lists the businesses and unclaimed? And how often do they do this?

I'm almost sure Google does not buy databases, probably someone who knows the place added it, as you do in foursquare (you search for a place while checking in and if it isn't listed, you can add it yourself).

True! I am sure Google does not use any other business data base on Google+ local. If you want your business to get register on Google+ Locals you probably should go to https://www.google.com/business/placesforbusiness/ and follow the instructions accordingly!
