I noticed that many of SEOmoz' own pages, those that aren't XML, start off with a simple , without all the other stuff that's on top of nearly all other sites. Is there a reason behind this? Does it have to do with HTML5 instead of 4.1? Should this be done as a general rule, or is it situational?

It is HTML5.
In HTML5 there is only one way to declare the doctype. Any NEW site you build you would go with just since you would likely be taking advantage of some HTML5 in some way regardless of your level of experience or knowledge, thus unnecessary markup is no longer needed and the simple will suffice. Seomoz for instance could clean up parts of their site, meta and structure to better inform engines of it's content. Starting the migration to full HTML5, the very first step is the DOCTYPE declaration regardless of just how much of the rest of the site is leveraging HTML5.

I guess that means that closing slash at the end of everything, too? And is there a verifier on-line?
