I am trying to manage DSEO for a client. The question is: would blocking a page listing from my client's Google Sitelinks cause that blocked sitelink page to be independently listed in the rankings and therefore potentially stuff a negative listing further down the rankings? Or would the blocked sitelink not show up at all in the SERPs

Blocking a sitelink item does not remove item from index, only from sitelinks specific to your website. This allows Google to replace it with a different one (usually the next one in line of their importance scale).

If the page is not already listed as a multiple entry for your domain then removing it from the sitelinks will not make it appear there.

The page has to be strong enough on it's own to give you a multiple SERP listing and would appear there even if it did appear in your sitelinks.

Blocking it from the sitelinks would not stop it showing up independantly, but removing it will also do nothing.

Just because a page is shown as a sitelink under the main listing on the SERPs doesn't mean it can't also appear as a seperate result. A site I look after has the number one ranking for its main keyphrase, has site links and also one of the site links pages is displayed in second place.

If the page is not ranking for the desired keyphrase currently then removing it from showing as a sitelink will not mean it will automatically appear as a result in the listing.

If this was the case then the strategy for any site with sitelinks would be to minimise the number of sitelinks to maximise the number of other pagespushed into the top 10.
