I would take the outbound link concern with a grain of salt. The potential "PageRank Leak" caused by using outbound links on your ranking page is so minimal that it is not worth considering. Add the links that make sense, especially to other authority pages / sites that aren't necessarily competing for the same keyword. Add tons of great content and then start looking into what really matters - inbound links.

I would try to reduce the amount of outbound links, but having one or none at all is extremely fishy.
Like Russ said content is king!
Ask yourself: Would you want to go to your own site?

Usually these are called 'landing pages' because that's the first page users land on when they visit your website.
The SEO principles are the same as ever.
"What is a good ratio for inbound to outbound links?" is what I think your question is.
The fact is that there is no magic number - nowadays, you need to write your content as if it was designed largely for the user. If that means that you should be linking to a Wikipedia page to explain something you said more thoroughly then so be it.
Matt Cutts said himself that the 100 link rule on a page is no longer true. (no more than 100 links per page). If your content is massive and you have a huge amount of other resources to link to, then link to them - if it's really useful then you'll find the lost PageRank will be countered by more external links (link bait).
Although I do say this - it's important to prioritise internal linking over outbound linking. From a purely SEO point of view, you never want to be in a position where you get anywhere near to having more outbound links than internal ones on any given page.

Russ is right - just build it with the UX in mind.
Cut only unnecessary links that you generally keep on other pages (including terms or policy pages even if those are set with no follow) - but don't strip it too much.
You can build it with a Landing page structure in mind - like focusing on conversion.
having a good on page overall structure with the keyword set in the right places - title, h1, great content with a good keyword density and more importantly like Russ said creating links to this particular page.
And you should focus on the anchor text of those inbound - as much as possible to use the keyword but don't go overboard - it must at least look natural.
