Why is my website at 60% and what does it mean?

And more importantly, what needs to be done to fix (or not fix) this situation???

From the looks of it that just means that 60% of your external backlinks are 'followed', meaning they contribute to Google's rankings. External links are the links which your site has gained from other domains (which link to you) thus they are probably not under your control anyway
