Any ESPs with Good Marketing Automation that charge by Mailing, and Not by Contacts?

I am trying to find an Email Marketing Provider that charges by the number of mailings we do, not by the number of contacts that we have.

Literally the only one I have found is SendInBlue - are there any others?

One of my requirements is that I need the ability to control the From Address per contact, just like it were any other replaceable parameter. We use SendGrid for our transactional mailings, and their marketing platform does not allow for replaceable From Addresses.

I don't manage email systems much but my boss is pretty au fait with such packages and products
