What is the best way for one to test different variations of title tags for optimizing CTR?
Is there a company that offers real user testing?
Most effective way of a/b testing and measuring - using search console or analytics?
Any tips from all perspectives and possibilities welcome.

You can't do this from a rankings POV but you may be able to do it from a CTR POV, as you specify in your question

What this will do is serve traffic equally from Google, to two different versions of a web-page. The question is, when it does this magic - will it alter the SERP titles on Google's front end? I'm not certain, whether it's quite that advanced - but I'd at least give it a go
If that fails just run some PPC ads as a testbed and use the page title text you have written, as the ad-title (I think there is such a thing). Then you can see which gets better CTR from ads. Since PPC ads and SERP snippets have a broadly similar format (at least the text ones do, for the most part) it could be a good testbed
