Google started ignoring some of my canonicals.    They were for pages that were about the same topic, but not quite exact matches.   Where the match is verbatim, Google seems to be good at using the URL that I want.

It's optional for Google to follow the Canonical tags. In essence you tell them to follow the main page, but if they think your other page is more relevant, they might show it over the main page. More info here: https://support.google.com/webmasters/answer/139066?hl=en
