Too many onpage links?

Is this still an issue? Of any importance?

Always think about the user experience. Are you placing links for the users or the spiders? A "rough" guideline though is about 100. Also, take a look at Dr. Pete's article How Many Links Is Too Many.

Search Engine Land and Matt Cutts spoke about this recently.
They removed the on page link restriction, but stated that they will still take action if it is too spammy. Makes sense, as sites are getting larger.
"That being said, Google said if a site looks to be spammy and has way too many links on a single page — Google reserves the right to take action on the site.
Matt also explained that your PageRank is divided by the number of links on a page. So if page A links to page B, C and D, that PageRank is split into three. If you have hundreds of links, it is divided by hundreds, and so forth."

As per SEOMOZ 100 links are perfect from one page but most of the big e-commerce brand using more than 100 links in one page and coming in SERP's with good ranking so i think may be it's SEOMOZ personal view.
