I want the authoritative Local(US) directories, articles, classified submission list in which we can submit my clients website.

I've linked to a basic version of one I've built and use for my clients. It's not ALL of them but the ones listed are free. You'll still need to find directories in your local area that will help them but it's a good starting point.
You can also use a service like Yext.com for more but there is a fee to use them.
Also, here is some resources for citation building best practices. These are from getlisted.org a company owned by Moz.com:

However, if you are not located in a major city, you may not find a lot of preexisting lists of things like classified, local blogs, news sites, etc., for your city. You will likely need to do your research beyond the broad data provided by resources like the ones I've linked to, above. In that event, you will need to learn how to judge the quality of a citation. There is no standardized way to do so, but I really like Darren Shaw's article on this topic:
