While I'm personally against It I have seen it used. I would think that Google might see this as some degree of keyword stuffing, rather than a 'natural' title, which may hinder ranking. What are your thoughts?

I could certainly see the value a few years ago.  Now, however, I agree with you.

I can't see it ever being deemed as stuffing, due to it being almost best practice back then.  Now, however, not only is Google much more adept at identifying what a web page is about (and its keywords), the strength a title gives has also been devalued slightly.

In my eyes, this presents a great opportunity to create a compelling title as a call to action.  Include keywords for sure, but use the title to draw people in - mention free shipping if it's relevant, say you're #1 if you're voted so, include your phone number if you offer a local service.

This is how a title can and maybe should be utilised now.  Don't neglect your keywords, but create a compelling call to action.

If Keyword 1 | Keyword 2, etc. are relevant to the page, then it makes sense to have it. But often, that comes across as spammy (Stuff | Stuff Online | Buy Stuff Online | My Domain). And those keywords that you pick are likely to super high volume, obvious keywords that you will have a hard time ranking for. I think the new rule is to make this "natural" as you say, but also beneficial. Maybe you come at it like this: Stuff, Information About Stuff, and All the New Stuff at MyDomain.com.

Make it helpful, give your page some context. Spam is only good with eggs, and then only in moderation.
