Navigation menu and cloaking

Hi,
I'm building a tabbed navigation menu in which lots of sub-menu items are hidden with css until I mouse over a top level item.
Is there any way this could be considered cloaking by google?

No, you're fine.
It is usually best to keep the number of links on a page low so that you can direct users down a specific conversion funnel. However, this varies from site to site so it may be better to make many sub-navigation options.

Fortunately, I think this is not cloaking. But you could look at this situation from a different perspective, such as: Usability. "Billions" of tabbed menu can "hurt" usability. So, Oleg was right. You CAN think of rebuilding the menu structure as:
- Main Menu -
Sub Menu - Sub Menu - Sub Menu - Sub Menu (And to O. ..)From my point of view I would go on this version as:
1 - Can I set different menu anchors
2 - Can choose to link titles (Mouse Over)
