Is it difficult to rank for a keyword phrase with an H2 halfway down the page?

If your competitor has a page that is optimized for a keyword (title tag, URL, content) and you target the keyword halfway down a page with an H2 and a short paragraph about the keyword, are you at a strong disadvantage?

yes. definitely. make a new page, title it the keyword, build the page for that keyword. done and done.

It sounds like you are maybe trying to target multiple keywords on a single page?
This can be extremely difficult as the purpose of the page is not clearly defined.
As Jesse suggests, create a new page and follow the guidelines here for creating a perfectly optimized page.

- Perfecting On Page Optimization - please keep in mind this resource is getting quite old. But it shows the classic SEO process of targeting a keyword. If the keyword you are trying to out beat your competitor with is at all competitive you'll really want a dedicated page for it. That post will show the traditional method for targeting a page.
- This flow chart (from this post) - shows a method for deciding if you need a separate page to target a keyword.
I use those are good starting point guides when in your situation.
