I'd create it like this:
Home page: Tulsa Movers, Movers, Tulsa, Tulsa Moving Companies, etc.
Category pages (each separate): Tulsa Office Movers, Tulsa Apartment Movers, Tulsa Packing Materials. These pages would be in the first directory like .com/tulsa-office-movers
Other Area Pages (Also separate): Owasso Movers, Skiatokk Movers, Etc. These would also be in the first directory like .com/owasso-movers
You could then go a step deeper on these pages to do Owasso Office Movers, Etc. These would be in a second directory like .com/owasso-movers/owasso-office-movers

i'm not so sure you need a folder for /owasso-movers/ it won't help for seo so do it only if you think you need the structure. and if you do, make it different keywords like /owasso-moving-companies/owasso-office-movers
if you don't need it for structure then something like:
.com/office-movers-in-owasso-oklahoma
.com/furniture-movers-in-owasso-oklahoma
depending on the amount of content you can provide, you might want to consider county pages as well.
.com/office-movers-in-bergen-county-ok
read up on adding local info such as zip codes, microformatting addresses and other local SEO optimization for these pages to be better geo targeted
