Promoting on social media

It sounds like you are looking for a done for you tool. Unfortunately there is none.

You will either need to do it yourself or outsource it.

The channels you mentioned are a good start -- I would start with Youtube & FB

Can you define your goals of "promoting people on social media" a little clearer? What is your aim of such promotion? Is it to increase awareness so that potential customers or employers can approach them when the demand comes?

I would think that creating Facebook fan pages or Google+ profiles will definitely help, with showcases of their work in the format of photos/videos/text. If it's industry focused, a LinkedIn profile will come in handy as well.
