I have a question for local sites,

where you think is the best place to add the schema code in a local site (only 1 location),

in the homepage, header, footer or something else?

I've run some tests on this and the header is the best and quickest to index place to put your microdata. It seems to overrule widgets (such as review widgets) and can be placed inside GTM to reduce the speed cost of the code on your site.  Using the data-highlighter is also a great way but only covers specific schema topics.
