Make it linkable with great content. Articles that demonstrate how to use items, how to select the right one, how to repair them. People are not going to link to your ecommerce site if it is only an ecommerce site. The owner of this site should have tons of experience from the questions that his visitors have been asking him for all of these years. Tell him to get to work answering those questions and placing them on his website illustrated with clear photos, diagrams, etc. The answer is in doing this type of work, not hiring an SEO to magically create links. Good links are earned by having a good website.

Stop this. Stop making content and giving it away. Start making good relevant content for your own site. And, it must be good enough and relevant enough that people respect it and spontaneously share it.

Outreach isn't going to work until you have good content on the site that you want people to link to. Time spent trying to get people to link to nuthin' is wasted. Get content on that website that people will value, be impressed by, want to share with their friends.
For people who link out there is no shortage of great content to link to. They are not going to link to a website that has no valuable content unless you pay them to do it.
Your client has two options. Adwords or a website that attracts visitors on the basis of its own merits.

Content about decorating doesn't work? What are you talking about - people spend tons of dollars purchasing home decorating magazines and books. Plus, there are blogs and social media people who focus on the domestic life.
Just last week one of my friends shared on Facebook a video of how to fold a fitted sheet.
I'd think about influencer marketing. Hire some popular people to do some videos for you. Have a contest and award a great cash prize to the person with the best sleep tips. Be creative. I can introduce you to some Mom Bloggers if you'd like.
