23k Links from one doman pointing to a single page, good or bad?

Hey all,
So I found a domain that GWT tells me has 23k links pointing to a landing page. I found that the link is part of their global nav as a text ad and that's why it's probably registering so many links. The site has a DA of 56, is this a bad thing? Could it be hurting the rest of my site's ability to rank?

It depends on several factors, including :
- age of your domains
- number of links to your site
- number of domains to your site
- anchor of links
I used to have many links from one domain (several thousand URLs) to my homepage, with exact anchor keyword. That was a bad idea, and shortly my website have been penalized for that keyword. At least you should verify if the links have exact anchor text or branding anchor text.

I was under the impression that only a few of those links would actually carry any weight, that the majority of them will be discounted.

Depending on your answer to Nicolas's points, I think it may be more likely that despite the sheer quantity of links, it just doesn't do much for you.
If this is something you control and depending on how spammy Open Site Explorer says this domain is, it would be much better to get one good, in-context, non-anchor text targeted link from their most authoritative page.
If it is a spam factory and you don't control it and you don't want the one good link, consider contacting them to request removal, document your effort and then submit a link disavow to Google. Here's Moz's handy guide on that: https://moz.com/blog/guide-to-googles-disavow-tool

Google has devalued sitewide links (and links from sidebars/footers) for a long time.
Where you could get into trouble with this is if those "text ad" links don't include the requisite no-follow attribute. That would definitely get them flagged as manipulative and against ToS.
