List of SEO "to do's" to increase organic rankings

We are looking for a complete list of all white hat SEO "to do's" that an SEO firm should do in order to help increase Google/Bing/Yahoo organic rankings. We would like to use this list to be sure that the SEO company/individual we choose uses all these white hat items as part of an overall SEO strategy to increase organic rankings. Can anyone please point me in the right direction as to where we can obtain this complete list? If this is not the best approach, please let me know what is, as I am not an SEO person. to do's is a very broad question! there are over 300 ranking factors for Google... THAT we know about lol. Here is what I feel is more of a 'must do' list
1. research your sites/niches keywords (use the Google keyword planner)
2. Create damn good, natural content
4. If local business, join directories and listings because people want to find you
3. Find images, make videos do stuff that will make people engage with your content
4. be social, share your stuff, share other peoples stuff and be active on social media. Don't be afraid to comment on things
Rather than looking for a company that cover a to do list, look for a company that has consistent results and can prove it. Also make sure the company is also ranked as SEO is a very difficult keyword to rank for it is usually a good indicator that they are well trusted if they are ranking in the top 3 results. I agree with this. I would just add, make sure, that whatever company you work with, they can explain themselves to you in plain English vs Geek Speak. You need to understand what they are doing and why so that you can work with them on this project. Ideally you can learn and collaborate with them. SEO is not about sending the company off to work on stuff you dont understand and then they come back with results. They could be buying links on spam sites and while you get a short term gain, you end up with a long term ruined site reputation with Google. If they have issues being transparent, then walk away.

Transparency!!! That is a solid point. SEO's should have nothing to hide. It isn't magic
