I don't know where have you read this that classifieds backlink getting more importance but as far as I know it is completely not true. Google doesn't give importance to such links. I agree with you that some websites which is involved in getting low quality backlinks and spammy backlinks could appear on top but only for short duratiopn when Google will caught them their ranking will goes down or whole site get penalized. If you think the other site is doing black hat/spam techniques . you can report here

Personally speaking, this is not the case with me. The niches in which I work, content (to be exact quality content) are getting more and more importance. We are primarily focusing on quality content and getting few but quality links back to our websites and I am glad that we are getting more and more visibility for some of the most competitive keywords.
If the websites who are getting above you contain few quality links and many spammy links in their link profile, you can always report about them in Google.
One reason why they are outranking you is because they have disavowed their spammy links and few quality links are helping them staying above you in search engines (possibility).
There can be more reason which includes their website content, which could be of better quality as compared to you.
This is just the general analysis, if you want me to look more in to it, I would love if you can provide me the keywords where they are outranking you.

I'd agree with the other comments here in that those particular tactics are not as strong as they used to be and I'd be very surprised if I saw that they were actually improving your search results. They may work for a short period of time but sooner or later, they are going to stop working or worse, they could start hurting you if they cause a penalty.
I'd recommend focusing on tactics that are going to work in the long-term and not cause you long-term problems. It's just not worth taking shortcuts. I'd recommend taking a look at the Moz beginner's guide to link building:
