Should I 301 redirect my old site are just add a link to my new site

I used to offer design and web services on a site that is current blank (no content, no links). My questions is should I add a little bit of content, maybe a brief explanation with a link to my new site. Or should I just add 301 redirect. This is purely a question of what is better for SEO and ranking for my new site (not a branding question).

If the site has no content, backlinks, rankings, or value whatsoever, I say let it 404 out and sail off into the sunset. From the sounds of things, the site is pretty valueless at the moment.
Is the site currently ranking at all? For any relevant keywords you may see value in? If so, then you should go through this migration guide and make sure you properly implement redirects and notify Google that your site has moved.
If there are backlinks of value, make sure you update those to the new website address.

i have two web site one old has better ranking that i can not change it and one new that has no ranking how to transfer it .i am not good at this you can help?
