        Hi there

        I recommend going the second option so that old URLs and content have a relevant place to go on the new website.

        The reason being, you want to do two things:
        A. Provide the best possible experience for users. Send them to where they want to go, don't send them on another search through your site to find the page(s) they need by sending them to the homepage.
        B. You want to pass equity from the old pages to the new pages so that they can build visibility in the search engines, and so that search engine crawlers can see that the redirects moved to a relevant destination.

        Moz also made a fanastic Web Site Migration Guide to help with these transitions. I recommend checking it out as it's extremely comprehensive and will help you make sure that you have your bases covered.

        I would also recommend checking out the following:

        • Content audit (Moz)

        • This will help you look at the content on your old site and help you structure content on your new site.

        • Backlink audit (SEW)

        • You will want to see what backlinks you want to update to the new URL structure so that equity is passed, and also what links could be toxic enough for removal or disavow.

        These two items above you may want a SEO's help if you go down that road and aren't comfortable doing it yourself - it's just something to consider and will help you out in the long run!

          In order to made the right choice between these two let me ask you another question. Which is better for the users from their visiting point of view. I think at any step user should not face any problem in their website journey.

          If the redirect will not be page by page, users might end up facing some 404s on the website as the provided URLs will be indexed and ranking in Google search results. Technically page by page URL will allow the particular URL’s link juice to be transferred to the new domain and although it might take a bit of a time but rankings on the new domain will adjust accordingly.
