How to target multiple locations?

A client of mine had us create a "Serviced Areas" page in their site, that lists all of the areas, cities, counties, etc. that they provide their service to. Each then links to a page about that area, with good, localized content. Another option would be to have dynamic content based on the visitor's location. Another yet, to target long-tail local keywords that use these places. I'd say any of these would help, though the more helpful they'd be, the more time and money they'd cost to do.

(As an aside, please don't spam the Q&A section with the same question. I've been using Moz for months, and find that most questions get responses within 1-2 days.)
