Iv used http://www.shortstack.com/ in the past. Alternatively do a google search for how to set up facebook competitions

I personally love using Rafflecopter. The free version has always been sufficient for my needs when it comes to doing sweepstakes or simple user submission contests.

From what I know, it's against Facebook policy to do a contest DIRECTLY through Facebook, so you have to go with a 3rd party app like the ones mentioned by the above poster and myself. For example, you would go to the Rafflecopter.com website, set up the contest app, and then connect it to your Facebook account/business page. It then installs a page/tab for you.

The user data gets stored within the app under your account, so it's up to you what you want to do with it.
