I reckon just whack it onto a GWM disavow list if you're having an issue - something you've considered?

Hmm, not sure in that case - when I had an issue last year I just submitted a list via Webmaster Tools (wasn't in need of a response) and a couple weeks later things improved somewhat.

Google only responds to reconsideration requests, and you can only file one of those if you've had a manual action taken against your site. You don't get a response on disavows. You'll never get links removed from the vast majority of these directories because nobody maintains them anymore. Make a few attempts, add to the disavow list, and move on.

As already mentioned you can disavow Google knows you can't get hold of all sites you can always place a copy of the emails as proof you wanted. Another tip you cant try is emailing webmaster@ & postmaster@ or even do a whois lookup and find the owner that way but if not disavow and move on.
Have you also given enough time for Google can take up to a few months sometimes..
