If you are about to start building your website then, you can target the following ones with your homepage as these are the ones with high search volume compared to the rest you mentioned:

scaffolding
scaffolding hire
scaffolding london
scaffolders

All the others can have their own corresponding inner page optimized for each of them. You can also go for cross linking between these pages from within the content.

Please note that I suggested you to target 4 terms on your homepage because, the word scaffolding is common in 3 of them. Personally, I target 2 to 3 keywords/phrases (unique ones but tightly related to the seed word or the primary target word/phrase of my business)to the max on the homepage unless I am building a one-page website with loads of content.

If you effectively nail the SEO on the keyword scaffolding, and have your location you want to target mentioned properly the rest will fall into place. Your ideal is to have your site come up in the serp any time scaffolding is searched for. My honest opinion is that these terms are so related, you could comfortably target them on a single page. Let the content decide the targeting, not the other way around.

The risk of optimizing too many pages around the same content are many, including:

1. It comes off as spammy
2. A real risk of a Panda penalty
3. Who wants to write 20 near identical pages of web content about London Scaffolding anyway?

So if it were me, I'd target a single page around these keywords, then create supplemental content that answers questions folks might have and also search for. Pages such as:

• Scaffolding costs / price of scaffolding
• Scaffolding towers
• Scaffolding jobs, scaffolding supplies
• FAQ about scaffolding
• UK Scaffolding regulations
• Mobile scaffolding
