Monthly Searches from Google Keyword Planner

I've used Google Adwords, Google Analytics and competitors keywords to compile a master list. I'm now looking to evaluate metrics on the keywords / phrases / long tail phrases.
My question is this ...
Based on Googles use of Geo Targeting, would I be better to evaluate metrics (Avg. Monthly Searches, Competition, Avg CPC) based on United Kingdom or my local city (I only operate in my local city).
I am looking to use the results to redesign my website. I will use the favorable keywords / phrases / long tail keywords to implement a new menu, new content page creation, articles, etc.

Definitely your city. Does your Website serves only that city? Then focus on that city.

My concerns are that whilst local city targeting would address the Google Geo Targeting issues, the UK wide metrics may be more accurate of users KW input. I got the impression having spoken to the Google Adwords Team that Geo Targeting is not an exact science and therefore may yield lost opportunities with little or no traffic metrics.

Take anything Google says with a grain of salt and look at the UK as a whole for general search behavior. That will give you a more accurate read of search volume & behavior, then take what you've learned and apply it through a local lens where necessary.
For example: search phrases and behaviors for floral shops may be different in the UK as a whole than in Tunbridge Wells because people on a local level could be using mostly branded terms and looking for directions. I would complete several local business citations & profiles and use general search terms for the website.
