Can my penalty come from my TLD’s?

You should have a straight 301 redirect from those other domains to yours. I'm not sure what you've got set up in the hop between those other domains and your .com but it's not correct. Redirect them to the .com using a 301. You're not getting any benefit from them as they are and they may hurt you

no matter how legitimate, google does not know you, and if you sound and smell like a link scheme to them, they will penalize you unless proven innocent.
one suggestion would be to host these domains on different servers and host providers to diversify your c-block IP profile. if it is all from 255.766.899.xxx family, you can bet that chances are given the topic of your site, google will probably consider you topically web spam on top of the link scheme feel it gets from your properties.
and not using 301 redirects could be another flag to google that something funny may be taking place.
I just did quick search on OSE and guess what?
.co.uk has DA of 6
.fr has DA of 18
.es has DA of 13 and is detected to redirect to .com/es/
none of this is ok, as it indicates you are not properly redirecting traffic to your site or OSE cant understand the redirect, otherwise they should all be showing me something like this

see how your sites are connected, check your c-block ip stats and find a way not to "appear" like a link scheme. that is about the fastest cure you can achieve.
