        As a German I can tell you if you want to rank in Germany you will need a website written in German.

        You can use the same content and make a .de , .co.uk , .fr & keep the .com as well.

        Planning multi-regional websites

        When planning sites for multiple regions (usually countries), don't forget to research legal or administrative requirements that might come into play first. These requirements may determine how you proceed, for instance whether or not you would be eligible to use a country-specific domain name.

        All websites start with domain names; when it comes to domain names, Google differentiates between two types of domain names:

        • **ccTLDs **(country-code top level domain names): These are tied to a specific country (for example .de for Germany, .cn for China). Users and search engines use this as a strong sign that your website is explicitly for a certain country.
        • gTLDs (generic top level domain names): These are not tied to a specific country. Examples of gTLds are .com, .net, .org, .museum. Google sees regional top level domain names such as .eu and .asia as gTLDs, since they cannot be tied to a specific country. We also treat some vanity ccTLDs (such as .tv, .me, etc.) as gTLDs as we've found that users and webmasters frequently see these as being more generic than country-targeted (we don't have a complete list of such vanity ccTLDs that we treat as gTLDs as it may change over time). You can set geotargeting for websites with gTLDs using theWebmaster Tools Geographic Target setting.

        You can use DynECT DNS to pick up on where the IP query is located and it will then serves the right website so germans get .de in German , USA gets .com in English , the French get .fr in French & the UK gets .co.uk in english

        The content is NOT duplicate by Googles terms if using a different TLD.

        The reason why your "bad" site ranks well is because of where the inbound links come from and what you picked in Google Webmaster tools you must tell google where you want each domain to target USA Germany you know.

        Change the fact that you have bad inbound links ASAP as it will hurt you latter if not.

        Using DynECT Geo DNS gives you all this. I use DynECT if you want a great DNS but Dyn is more then you want to spend (I think this is $400 a month with Geo) Then I would use DNS Made Easy see below

        Part of Advanced Traffic Management, Geo Traffic Management allows DynECT Managed DNS clients to set a DNS response based on the geography of the requesting party. Geo Traffic Management improves on the existing Traffic Management service by performing a recursive IP address lookup.

        This approach is more granular than targeting solely on requests routed to the closest data center in one of Dyn’s seven pre-determined regions in the Anycast network. Dyn can now get more specific and indicate where traffic from different states in the US, provinces in Canada, or individual countries is sent.

        Following these rules, traffic does not necessarily need to be sent to which data center is closest and different rule sets can be made for a number of different scenarios like language, high traffic situations, and testing, to name a few.

        The Benefits

        Network tuning

        In the event that a geographic area doesn’t neatly fit into (or disobeys) Anycast, Geo Traffic Management can be used to fix these abnormalities.

        Overlay Active Failover or Traffic Management

        For added granularity, you can overlay Geo Traffic Management on a hostname with other advanced DynECT Managed DNS features, such as Active Failover or Traffic Management.

        Cloud Balancing and Content Distribution

        Produce content that is consumed by people that speak a range of languages? You can make a rule based on what language the requester speaks.

        DNS Made Easy is very good and much less money I like Dyn the best but

        If you don't want to pay $400 or more use

        Then I would use DNS Made Easy

        The Global Traffic Director (GTD) allows the DNS Made Easy clients to define unique DNS responses by geographic region. This provides a number of benefits to network administrators, including the ability to direct traffic to specific end points by region and to better manage traffic distribution during periods of high traffic load. When combined with DNS Failover and System Monitoring service of DNS Made Easy, GTD also allows automated failover of DNS records by region to other systems in the same region or elsewhere. This is extremely important to regional based cloud computing centers.

              Sorry if I made the reply confusing the top is mostly about google webmaster tools you are looking to rank in more then one country in the EU along with the USA you need TLDs to make the choice in google webmaster tools.

              With one domain you can pick only on  country so you want to try and buy the same domain with new TLD .de , co.uk , fr & .com

                Thank You for taking the time to answer my question in a detailed manner. When I posted the question I was afraid it won't be answered, but was hoping for an answer like this.:)

                We intentionally haven't set any geotargeting in webmasters tools...

                Going for multiple ccTLDs seems to be the right choice but this of course means investing into a lot of things.
