Parallel mobile website

After researching and comparing desktop keywords vs mobile keywords, I came to the conclusion that they are pretty much the same, with minor variations. The new keywords for mobile website do not have a great potential for bringing in much traffic.
If I don't want to go after those new mobile, do I need to build separate links to our parallel mobile website (URL) to rank better or the link building for my desktop website would be enough to rank for my parallel mobile website as well?

What do you exactly mean with 'parallel mobiel website'. Do you mean you have website www.example.com/article3 (which ranks for cars) and now you want to make a mobile website which will be named m.example.com/article3.
It is a matter of how important you find / urgently need extra traffic if you persuade the new mobile keywords. Google doesn't say you have to have different words for mobile vs pc.
Because you can just use the same content on PC - let say your www.example.com website and the m.example.com mobile website - if you tell the robots that the 2 different websites belongs to the same entity (also in human language same company).
