Does Google WMT download links button give me all the links they count

Different people are telling me different things

I think if I download "all links" using the button in WMT to excel, I am seeing all the links Google is 'counting' when evaluating my site.

is that right?

You'll get the links listed in WMT, but it's certainly not all the links they count towards your link profile. With the recent updates, you may want to take a look at some other third party tools to try to sniff out any bad links that aren't showing in WMT, but that are penalized or not passing any real authority.

I know that the links listed in WMT are not all, but the download excel, which is so much bigger, I think might be....I am sure I saw Matt Cutss say that in a video somewhere.

Anyone else know the video or blog post I mean?
