Is this a mass negative SEO attempt?

I wouldn't worry too much about this. It's not great to see obviously, but in terms of having a long-lasting negative SEO effect on your site, I can't see this having any impact at all.
What I think could be happening is that this person is simply trying to get more backlinks to his site and is using a bot to blog comment spam. Obviously it's a gone a bit wrong because no link is created, but in terms of this having a negative SEO effect, I don't think you have anything to worry about.
Negative SEO works on the premise of the links pointing directly to your website with either spammy links, bad quality links or far too over-optimised anchor text. This spam does none of this, so I think you're OK.

Gotta agree with Tom - this looks like the site owner hasn't properly protected his review submission form and some jackass spammer has hit all his forms with the same automated spam submission.
it does at least look like the form submission system has stripped out the hyperlink. Might be worth a quick, polite email to the site owner suggesting that the spam is harming his site and that he remove it. Beyond that, there's nothing much you can do about it and as Tom says - not really much to worry about from an SEO perspective.

Thanks, I came to the same conclusion that maybe the site owner doesn't' even though but then I wonder because the site is so new and the spam is everywhere. Thank you for your response.

What it being a negative SEO attack for the target website?
I checked the search term penis extender and sure enough the target spam website
was number 4 organic search first page.
So what if a competitor of penis extenders spams a business location site. The business owners start complaining in mass about spammy links. Would that cause the penis enhancing website get penalized?
Just seems real fishy to spam on a site so obviously.
Doesn't make sense if you were doing black hat to hit a new site that has a real purpose on a easy to find metric like reviews. Or am I just paranoid?
