You should look into creating an affiliate program where you encourage website owners to put your adverts on their own sites. Try using clickbank for starters or directly allow web owners to get the ads from your site. The way that would work is just like adsense works; they put your ad on their site and you pay per click or per sign-up or cash deposit. This is very standard practice in the gambling industry and that's how many online gambling sites spread the word around.

It is rather complex today. It depends on which country in Europe you target.

I know you can buy ads in all kinds of media in Denmark today (radio, tv, newspapers) so it is a good place to start IF you got the money. We have been doing business in the Danish ads market since 1.1. 2012 .Competition is hard but compared to the UK - then the UK is much more hard.
