Software to add subtitles to videos?

Hi,
I work for a site that focuses on providing health information through videos. We would like to add French subtitles (because we're in Canada) so I'm looking into software that would allow us to add them to our videos.
I have no experience with this sort of thing, so I'm wondering if anyone has any advice on the best type of software to use?

I use Medusa to do it, it's really easy to use : load the video in the software, select the time frame, add subtitles, go to the next time frame, rince & repeat.
If you want to add directly the subtitles in the video, you'll have to encode it, for that I used VirtualDubMod, with the Plugin Subtitler.

Aeronet offers some great suggestions, i just have a couple of additional resources to recommend:
if you're uploading to YouTube, Caption Tube is a nice service which makes it quick to create a closed caption file. Also, if you host with Wistia, they will create the files for you at a (pretty reasonable) price of $5 per minute of video.
For general transcriptions through audio, video and all express scribe is a great bit of software - though make sure you also get the foot pedal!
